CALIBER specializes in developing and implementing project quality plans, as well as contributing to the enforcement of existing quality and project management programs. We develop procedures and processes to control quality and monitor compliance from the planning phase through project closeout.

Project Quality Control (QC). QC services are performed for the Design-Builder, Contractor, or Developer, and consists of implementing procedures and process controls for witnessing, inspecting, checking and testing to control conformity with the contract requirements.

Project Quality Assurance (QA). QA services are performed for the Owner, Design-Builder or Concessionaire, as outlined in the contract, and consists of providing process controls for the development and implementation of policies and procedures, as well as defining roles and responsibilities in order to provide quality assurance verification that the quality of work is in accordance with specified requirements.

Create design verification checklists for the review of design documents to be used to objectively assess and document design compliance.

Create construction verification checklists and/or Inspection and Test Plans (ITPs) to verify and document that work is built according to the specifications, drawings, and contract requirements.

Develop, implement, and execute a project audit plan to systematically monitor performance and compliance with the approved quality plan(s) and contract requirements. We provide an ASQ certified Quality Auditor with specialized experience auditing design, construction, design-build and P3 projects. We audit processes and records utilizing a variety of tools (such as process mapping and gap analysis) to help clients examine the various opportunities for improvement and recommend options with the highest value.

Implement procedures for controlling project quality records and project controls. Standardize processes to improve organizational efficiency and workforce quality. Provide qualified staff that can assist our clients in the following areas:

Independent Assurance (IA) This service is usually performed for the Owner of a highway infrastructure or other transportation project to ensure that a documented review on all testers and observers working on the project is performed on a yearly basis.
Independent Quality Firm (IQF) Performed for Public Private Partnership (P3) contracts. Audit functions on behalf of Owner & Concessionaire during the life of the project, to assure that performance standards are satisfied.
